Youth Prevention and Treatment


Substance use frequently co-occurs with mental health disorders among youth, and drug overdose is now the leading cause of death among Oregon youth. Oregon ECHO Network’s Addiction Medicine ECHO program is attempting to help those interacting with youth, including primary care teams and school professions, support programs to prevent and treat addiction in this vulnerable population.

The SUD Prevention and Early Intervention ECHO, along with associated webinars, are funded by the Oregon Alcohol and Drug Policy Commission (ADPC) through HB3321.

Substance Use Disorder Prevention and early intervention

Purpose: This ECHO is focused on substance use prevention and early intervention systems in school contexts. Prevention work is complex, interprofessional, and requires strong partnerships. Sessions will exemplify successful models, empower teams to vision together, and assist champions to advance their own prevention efforts.

Audience: School counselors, teachers, coaches, athletic directors, school-based health professionals, school administrators, youth services officers, youth behavioral health professionals, youth peer support, public health professionals, juvenile justice professionals

Sample topics: Evidence-Based Early Intervention; Universal and Culturally Specific Screening; School-Community Prevention Partnerships; Youth Peer Support Models; Family-Integrated Screening and Early Intervention; Collaboration and Leveraging Cross-Sector Funding

Schedule: Alternating Thursdays, 4:00-5:00 p.m., Pacific time, January 22 - June 25, 2026.

webinar: Substance Use Prevention: Compliance and Competence

Purpose: In this presentation, administrators will review the Division 22 compliance requirements, see the impacts of implementation, and learn from the partnership example of Pheonix-Talent School District and La Clinica Health Centers in Southern Oregon. La Clinica provides school-based screening services, brief intervention, and referral to behavioral health treatment.

OHSU HRBR Telehealth clinic

The OHSU HRBR telehealth clinic provides low barrier, on-demand access to medications for addiction treatment to people who are interested in cutting back or stopping their drug or alcohol use.  Its team consists of physicians, advance practice providers, a care transitions coordinator and a peer recovery specialist. It accepts any and no insurance.

Oregon Psychiatric Access Line (OPAL)

The Oregon Psychiatric Access Line (OPAL) provides free, same-day, Monday through Friday, child and adult psychiatric phone consultation to primary care providers in Oregon treating the following populations:

OPAL-K about Kids
OPAL-A about Adults
OPAL-DBP about Developmental Behavioral Pediatrics

OPAL is a collaboration between OHSU's Division of Child and Adolescent Psychiatry, Adult Psychiatry, the Oregon Pediatric Society (OPS) and the Oregon Council of Child and Adolescent Psychiatry (OCCAP).
